The good thing about San Sebastian is that you can easily walk to a beach like the Zurriola beach for urban surfing. As you can see in this video sometimes the waves are not that big, which is really good for rookies or intermediate surfers. Take a lesson at Pukas (classic Surf Shop in la Zurriola Beach) and enjoy !!
